You need to tame a beast that already knows it, then you learn it from them, and then you can teach your wolf. You can check out petopia.com or goodintentions to see what beasts know the various levels of dash and which pets are capable of learning it. I believe the minimum pet level for dash is 30.-70 Tauren Shaman
